1. URGENT URGENT: PUPS ACT GETS OBAMA APPROVAL
PASS THIS ON! PASS THIS ON! Friends, clubs, judges, Facebook, Twitter, etc
etc.
ARE YOU SCARED YET??? Yes, this is long, but I am here to tell you
people that if you DON'T READ IT AND ACT RIGHT NOW, THIS WEEK, you can kiss your
breeding programs, your shows, your Nationals, your dog organizations, your
dreams, and ultimately your dogs GOODBYE.
This from Frank Losey:
If the HSUS wins a current FREEDOM OF INFORMATION ACT (FOIA) LAWSUIT AGAINST
THE USDA, APHIS will release TAX RETURN INFO on all USDA LICENSED BREEDERS in
Missouri. And then if PUPS is passed (with the ultimate aim of requiring ALL of us to be considered "licensed breeders" by lowering the number-requirements
each year), and most hobby/fancy breeders are sucked into coverage,HSUS will
be seeking such things as Tax Return Info on all "newly" licensed breeders.
THAT IS YOU!
THAT IS YOU, DID YOU READ THAT?? THAT IS YOU, GUYS!
This is why it is so important for the even the apathetic to send the Lobbying
Disclosure Act E-Mails to their Congressmen. (it is the LEGAL way to get at
HSUS - LATER we will hit Congress with the rest of the story) Soon, even that
last ditch effort will be too late, and hobby breeders will better understand
why it is so unfair to call all USDA "Commercial" breeders nasty "PMs" (puppy
mills). These people are fighting for YOU, the hobby breeders, because HSUS
lumps YOU in with all breeders, big or small, good or bad. And oh yes, all
will be subject to pre-inspection before they get the license, and if they
still breed litters during the process, they may be cited for breeding without
a license and be subject to fines as high as $90,000! {HELLLO-OO?? ? ARE YOU
STILL READING?}
From AKC Legislative Liaison List:
Under PUPS, anyone with ownership or co-ownership of ONE intact bitch qualifies
to be examined. That means EVERYONE. Then they will scrutinize how many dogs or
puppies you and co-owners have placed or sold in a year. If at or over that
number, you must comply with APHIS commercial rules and regs, like keeping dogs
on nonporous surfaces, etc. Right now the number needed to be sold.....or
OFFERED for sale.....is 50, but HSUS has admitted they intend to ratchet down
such numbers with future amendments.
The PUPS bill does NOT apply to commercial breeders, they already fall under
APHIS regulations. Make no mistake about it, the intent is to bring every dog
breeder under Federal control. {ed, AND, they plan to check the internet -
{read} your websites and sales sites and advertising sites.}

FROM HSUS:
December 30th, 2011. The Pups Act, a significant "crackdown on inhumane, puppy
mill breeding practices", has been fought tooth and nail by the AKC. In recent
years the AKC's "Large Scale Breeder's Program" has been the antithesis of
humane breeding and the primary support of massive puppy mill pet shop
distributors like the Hunte Corporation. In marked contrast, the Humane Society
of the US has been largely responsible for petitioning the Federal government
to enact this legislation and today we learn that the Obama administration has
agreed! This is good news at the end of the year.

The Response from the White House:
Improving Regulation and Oversight of Commercial Breeders
By Rebecca Blue, USDA Deputy Under Secretary for Marketing and Regulatory
Programs
Thank you for signing a petition on the We the People platform asking the Obama
Administration to "crack down on puppy mills."
The Obama Administration is committed to ensuring that USDAâ„¢s Animal and Plant
Health Inspection Service (APHIS), which enforces the Animal Welfare Act (AWA),
improves its regulation and oversight of commercial breeders. APHIS is
currently developing proposed regulations that would ensure that Internet
breeders provide their animals with care and treatment that meets the AWA
standards. APHIS plans to publish its proposed rule covering Internet breeders
in the Federal Register for public comment in 2012. We encourage interested
citizens to provide their feedback on the rule at that time; comments can be
logged at Regulations. gov.
APHIS is also moving forward with an enhanced AWA enforcement plan to improve
its oversight of currently licensed dealers, breeders, and other entities
regulated under the AWA (particularly those who are repeat violators). It is
also working to improve the performance of its inspectors.
Additionally, in September 2011, USDA proposed a new rule that when finalized
will help ensure that dogs imported into the United States for resale are in
good health, are at least 6 months of age, and have received their proper vaccinations. Among other things, this proposed rule is designed to prevent the
importation of puppies that have not yet been weaned or have fully developed
immune systems, or are sick........ ......... .....
WHAT CAN YOU DO? I am ready to swear, here - GET UP OFF YOUR BUTTS, BEG EVERY
TOM, DICK, AND HARRY YOU KNOW TO HELP YOU STOP THIS ASSAULT, and SPEND A HALF
HOUR DOING THIS FOR YOU, YOUR DOGS and your country:
www.keepoura nimals.com/ kill-3-birds- stossel.html
There will be a followup, so please be sure to let Frank know (contact info on
the above link) when you have sent the above (4) letters. How hard is it to
copy, paste and send four letters, folks? DO IT THIS WEEK! THEN DO IT AGAIN,
NEXT WEEK. Don't stop, don't say "I don't have 50 dogs" (the number willdrop so
you will eventually be included - guaranteed) and don't come up with
excuses..... .......
HSUS never rests, and neither should you. You decide if you want them to have
their way.
SO WHO WANTS TO HEAD UP OUR OWN PETITION TO WE THE PEOPLE??
Apologies if you receive this multiple times, but it IS important. Please
forward.
