Canine control: Saginaw officials anticipate passage of dog laws on Monday
SAGINAW -- City leaders have already purchased signs that say, "Dog on premises," anticipating the passage of the "dangerous dogs" ordinance and another ordinance that restricts tethering of all breeds for long periods of time. Here are the rules that will likely become effective in the city of Saginaw on June 30.
Canine control
Dangerous dog ordinance:
• Pit bulls, German shepherds, Rottweilers, bull mastiffs and presa canarios are considered dangerous breeds.
• Any dog that has attacked or displayed aggression toward a human, or that shares physical characteristics with one of the five “dangerous” breeds, must abide by the requirements of the ordinance.
• Dangerous dogs older than 4 months must be registered with the city for $20 and a city-issued sign posted on the front of the home where the animal is registered.
• Guide and service dogs are exempt, as are veterinarians, animal control centers, animal shelters, dog obedience schools and pet shops.
• Animals not contained in a fenced area must be attached to a leash in direct control of the owner and not secured to an inanimate object.
• Containment pens should be 4 feet on all sides and locked with a key or combination lock.
• Violations are punishable by a $100 fine for a first offense, $200 for repeating the offense and $400 for all future violations.
General dog ordinance:
• All dogs must be leashed, within an enclosure that is fenced, indoors or in a kennel.
• They may be temporarily tethered to an inanimate object if the owner is in the yard or residence and available “to render assistance or further control the dog” if necessary.
• No owner may possess more than three dogs of any breed, unless the dogs are in the owner’s possession and register prior to the date the ordinance is enacted.
• Violation is a civil infraction subject to fines beginning at $50 and up to $200 per offense.
